The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services. The NIU is now seeking an experienced individual for the position of International Consultant on Risk Management to support overall project implementation. The consultant will assist Lao Customs Department (LCD) in setting up an integrated risk management framework in collaboration with other border agencies, including Plant & Animal Quarantine agencies in the Department of Agriculture, and the Food & Drugs Department. He/she will also help the LCD in developing appropriate mechanisms for joint inspection of goods with these agencies at the border using both the proposed integrated risk management framework and the ASYCUDA system’s selectivity module to achieve higher inspection effectiveness and a reduced percentage... of goods selected for inspection. The International Consultant on Risk Management is required to undertake all the assigned tasks and deliverables within 10 or 11 calendar months. This will be a part-time assignment, with most of inputs provided in Vientiane, Lao PDR, if COVID restrictions allow the consultant to be present in Lao PDR. The estimate start date for the assignment is June or July 2021. In order to qualify for this position, the candidates shall meet the following experience and competence requirements: Master’s Degree in Economics, International Relations, Customs Law, Political Science, Public Administration, Management or other relevant discipline. A degree or professional certificate in Customs administration is a distinct advantage. At least one similar assignment performed in related program management in the past two years; such experience in South-East Asia will be an advantage. Proven experience of working within Customs, particularly on risk management, border management and post-clearance audit in a hands-on advisory and capacity building role. Experience of working on ASYCUDA system, particularly in using its selectivity module for analysis and reporting. Experience in conducting joint inspection and clearance formalities using the ASYCUDA system, and related capacity building. Experience in Customs Risk Management and Selectivity. Adept in data analysis using excel tables and Google spreadsheets. Ability to establish and facilitate inter-agency cooperation, analyze business processes, and identify issues based on experience. Strong capacity building skills, particularly in organizing training workshops and seminars. Excellent command of both verbal and written English is a must; knowledge of Lao language, while not required, would be a strong asset. A proven capacity to deliver assigned tasks remotely during COVID 19 restrictions would be an advantage. The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 edition, under Individual Consultants (IC) selection method.
