The Grant Finance Coordinator will ensure smooth functioning of day to day finance & accounting operations of ANCP & SNAP project including Account Payable is done in compliance with WVI Partnership standard, Donor and Government statutory requirements. This position is to ensure that the grants expenses are recorded and reported with accuracy and correctness, ensuring grant requirements and standards. This position will work with all stakeholders in the province (both ANCP & SNAP project team) to provide services in grant financial operation. This position will report to AHAN Senior Accountant with a Matrix reporting with SNAP Project Manager and Grant Finance Manager/Specialists in National Office. Following are the objective of the position:
• Ensure good financial services for ANCP & SNAP grant project include all payments are made on time as per grant requirement and recorded in Sun6.
• Ensure all project’s expenses, including expenses of partners, are in... compliance with World Vision’s policies and ANCP & SNAP grant guidelines
• Conduct regular monitoring visits to project site and discuss with respective project team on related financial issues and solutions.
• Ensure recording of all project expenditure with correct coding for all project budget & expenditures in line with grant budget
• Ensure compliance to LDR & Block Party Screening (BPS) requirements are fulfilled and timely submitted.
• Review partner’s expenses and post in Sun system in consultation with Senior Accountant, ANAP Project Manager and National Office Grant Finance Manager/Specialists.
• Coordinate with project team in grant finance operations and auditing process and requirement related to the AHAN grant.
• Review all financial/grant reports, ensuring accuracy and correctness with timely reporting.
• Provide timely grant project managers/team on activity reporting of financial transactions with financial analysis to support implementation of programs and assist in decision making.
• Review the Donor reports and submit periodically as per the requirement in close consultation with AHAN Accountant, SNAP Project Manager and National Office Grant Finance Manager/Officer.
• Supervise Grant Finance Assistant ANCP-SNAP and build their capacity in understanding and implementing grant requirements, WVI policies and procedures in processing financial transactions.

Main responsibilities

ANCP/SNAP Grant Finance Operations
• Processes all financial transactions, record in Sun6 with accuracy and on time.
• Ensure financial transactions are valid and authentic, and that support documentations are adequate, complete and compliant with donor requirements
• Support & provide financial report analysis to grant project team for any significant Underspending / over spending
• Ensure filing of vouchers and supporting documents of grant expenses in order to make them readily available for reference and audits
• Prepare cash request for grant projects to ensure that project has sufficient fund to use within the month and meet target low of national finance department. Send the cash request to NO finance on time.
• Review the record of fixed and non-fixed assets for SNAP/ANCP Grant to ensure that all asset record into the consolidate asset list and work closely with Admin team about asset control
• Ensure annual insurance for project assets done in coordination with NO team
• Prepare asset listing to ensure that all assets purchase are correctly registered with complete required information by SNAP/ANCP/WVI
• Process/accrue all staff related costs on a monthly basis and ensure all provisions are made every month from grant budget.

Grant compliance, Monitoring, Reporting
• Produce accurate periodic grant reports in compliance with WVI’s and SNAP/ANCP Grant financial reporting standards and deadlines.
• Provide grant project team with monthly analyses of the financial situation of the SNAP/ANCP Grant
• Ensure SNAP/ANCP AHAN grant compliance within project by reviewing project expenditures reports activity wise for each of the grant.
• Review all transactions are allowable as per the grants terms and conditions. Ensure no over spending or significant underspending on each activity line allowed.
• Ensure & monito operational budget such salary, benefit, travel and other office costs very well within the approval donor budget and charged within the right budget line.
• Ensure strict compliance with govt requirement, prepare MOU financial reporting of each grants to be submitted to the Government counterpart.

LDR/Time Sheet

Review all monthly Labour Distribution Report (LDR)/time sheet allocation and charges to grant projects and ensure it is correctly done based on the time allocated for each project staff.

Internal & External Audits
• Works with Operation team lead and Finance & Admin Manager in accomplishing all audit requirements
• Submits required financial documents and response to audit analytical review questions in good time
• Responds to auditor’s queries & issues during audit field work
• Works with Finance & Admn Manager in monitoring the status of implementation of audit recommendations and submits updates to Project Director and Grant Finance Manager in National Office.

Staff support & Capacity Building
• Provide training to grant project staffs and interns on donor requirement and ensure each staff understands well.
• Conduct Anti-corruption training of staffs periodically and demonstrate zero tolerance to any fraudulent behavior amount staffs/supplier/partners.
• Ensure compliance to DFAT anti-fraud policy and provide training to staff on that.


This position requires travel to project sites, district offices and fields

Degree, Knowledge, Skills and Abilities
• A minimum of 3 years work experience in Finance & Accounting
• Bachelor degree in Accounting of Finance. Master’s degree preferred.
• Experience in INGO project budgeting and grant financial management (Especially in major grants like USAID, EU, ANCP, MOFA Japan etc)
• Experience in operating Sun systems or other accounting system
• Advance skills with Spreadsheet Analysis, and Sun System Accounting Package, Q&A Reporting
• Strong knowledge on GAAP and Familiarity with general accounting principles
• Computer literate in Accounting Software, Microsoft Office, Lotus Notes or similar database, email and Internet programs
• Clear understanding of written and spoken English.
• Ability to work in a stressful situation and in a cross-cultural condition.
