The overall objective to set up Long Term Agreement to facilitate and expedite the process by which UNICEF in Lao PDR will hire the services of web designers/ Graphic Designers/Animators to document UNICEFs activities in the field to share... with stake holders at national and global level and to use as an advocacy tool.
UNICEF in Vientiane, Lao PDR is looking for an Individual Contractor: LONG TERM AGREEMENT FOR DESIGNERS. The assignment, under this Long-Term Arrangement, is expected to have a duration of 4 years. The initial LTA would be for 11.5 months (2021 2022) with an option for renewal for subsequent years subject to satisfactory performance evaluation and continuing need for the service. The service fee shall remain unchanged for the whole period of this assignment. The Individual Contractor is based in Lao PDR and outside Lao PDR (remote working modality).
Summary of key functions/accountabilities: Conceptualize and produce layouts, designs, etc. and provide UNICEF with alternative proposals with three different concepts and designs for each item; Produce dynamic flash/HTML5, slide shows, animations, infographics, prezzie and Flash demos, web/graphic designs for websites, e-newsletters, power point presentations and other marketing channels. Custom designed for each project; Custom design each Flash presentation, animation after effects movie and motion graphics packages to effectively convey message and connect with the audience based on pre-defined advocacy priorities; Attend pre-production briefing on issues being covered and participate in preparatory research and production planning; Ensure implementation of the UNICEF brand and style guide (UNICEF style guide will be provided by the UNICEF Lao PDR Country Office).

Brochures / Reports / Booklets (up to 40 pages); Booklets; Books / Reports (over 40 pages); Flyers: 1 single sheet; Leaflets; Folders + pocket(s); Information Kits; Posters; Flip charts; Calendars: wall and desk types; Letterheads; Envelopes; Invitation cards and envelopes; Stickers; Notepads; Wobblers / danglers; Backdrops; Tin plate posters; Sandwich boards; Buntings / Banners; Billboards / hoardings; Wall paintings; Newsletters/e-newsletters; Logos; T-shirts; Certificates; Illustrations / Paintings; Computer Graphics; Photo/Other exhibitions; Press Ad Campaigns / Public Service Announcements; Packages (for different info. Materials, e.g., video covers, etc.); Bags; Power Point / Flash Presentations; Multimedia Design: Web Graphics / Web pages / Web sites / Infographics; Posters/ standees/ backdrops; Emailer design; Flash/ HTML5 animations; Editorial, copy writing, translation and proofing reading.
To qualify as an advocate for every child you will have Strong practical background in graphic design, including the knowledge of design software such as Adobe Creative Cloud and web design tool such as Dreamweaver and Flash; Basic understanding of web development (HTML5, Java script etc.) technologies and GIS is required; Show a clear and mature style of design with an understanding to implement in an official UN setting; Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management; Good understanding of new and evolving technologies and digital platforms; Knowledge of standard software packages (MS OfficeMS AccessMS Visio Adobe Acrobat); Other skills: Working experience in a development or humanitarian environment is an added advantage. * Evaluation Method and Criteria
The selection for the LTA will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The cumulative analysis method (weight combined score method) shall be used for this recruitment:
Technical Qualification (Max. 100 Points; Weight: 70 %) Cover Letter Explaining the motivation for applying and also explaining how the qualifications and skill-set of the candidate are suitable for this position (10 Min Marks/ 15 Max Marks). Relevant educational qualifications of the candidate (15 Min/ 25 Max Marks). Relevant work experience (25 Min/30 Max Marks). Work Samples This includes three previously designed documents and their accompanying briefs. (20Min/ 30 Max Marks).
Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.
No financial information should be contained in the technical proposal.
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technically qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
