Construction Coordinator Laos PURPOSE OF THE POSITION
World Vision International Laos (WVI-L), every year, receives funding from multiple sources, including grants and private donors through different World Vision support offices that include construction of structures including buildings and WASH facilities. Although construction is not part of the main ministry objectives of our programming, we have received many requests from the Government of Lao and our donors to include some infrastructure work to meet the need of target communities.
We are looking for Architect or Engineer to plan, design and oversee the infrastructure/ construction work including new buildings (i.e classrooms, libraries), toilets, water systems and hand washing stations, and renovations for schools and communities which WVI-L partners with. The person will be responsible for supporting the construction work for program/projects that WVI-L will implement to ensure the assessment, standard design of the work, drawings and BOQs are... suitable for the project and meet required standards. They will also be responsible for monitoring and follow up of the construction work, ensuring it is in line with approved designs, BOQs and standards.
The Construction Coordinator will report to the Operations and Grant Manager and provide support to all projects that have infrastructure/construction activities in their work plan to ensure timely preparation of required documents, project timelines are met and quality of the work.
Construction Design and Preparation work Coordinate with all programs/ projects that have infrastructure or construction activities in the work plan to prepare for the work Plan design, draw, develop specifications and construction documents Conduct assessment of the construction site, to inform the design of the construction and identify environment risks that require mitigation including UXO before the construction work begins Prepare timely related documents such drawings, BOQ, price estimate for bidding process. Support requests for UXO clearance if required Provide technical advice for bidding process and participate in bidding committee meetings.
Project Management Manage scope & requirements of the construction within the approved budget and timeline In collaboration with related sectors provide regularly tracked local level project outcomes and outputs that feed into reporting requirements for project. Follow up the construction on site and make sure the construction follows the design and quality as specified. If needed make necessary changes to the construction and inform related sectors or donors for approval. Coordinate with sector leads to ensure design of the constructions meet the quality standards, child-friendly and disability and gender inclusive.
Collaboration and community engagement Coordinate with related government authorities to conduct assessment and approval of design. Coordinate with field team to facilitate community consultation prior to the construction Coordinate with field team to facilitate the bidding process both internal and external Ensure joint, collaborative planning activities effectively engage with District and Provincial level education and other government counterparts to ensure full support and participation for the project by these groups.
KNOWLEDGE, SKILLS AND ABILITIES Bachelors degree (Engineering or Architecture) - compulsory, At least 3-5 years experience in the Engineering and Education area of construction and field work with community At least one-year experience in working with the rural community and encourage community ownership and participation Experience dealing with Provincial and District-level government, especially the DESB Have knowledge on MoEs National School Construction Guidelines,WASH system, construction and disability standards Demonstrated knowledge on education, particularly as it relates to primary education Ability to undertake community level engagement activities, including planning and leading community level training and consultation. Good understand of Lao Government policies, laws and institutions and ability to work together with various stakeholders. At least one year experience in working with rural communities Must understand and agree with WVs Vision, Mission and Core Values Must be willing to work and stay overnight at the target village areas Must be willing to work within a team and to learn new ways of working Must know how to drive and have a license to drive motorcycle Good communication skills in Lao and English (written and verbal) Integrity, honesty, and accountability to both the team and the community Willingness to learn and be pro-active about personal professional development Good organizational team management ( planning, organising ) and coordinating skills
Travel and/or Work Environment: Expected to travel 80% of the time in the target village areas
