Review of Policies, Legal Instruments and Frameworks on Youth and Child Rights in Africa
Who We Are
Terre des Hommes Netherlands (TdH-NL) is an international child rights organisation that prevents child exploitation, removes children from exploitative situations, and ensures that these children develop in a safe environment. It anchors its work on the United Nations Convention on the Rights of the Child, and focusses on addressing worst forms of Child Labour, Child Trafficking and Unsafe Migration, Sexual Exploitation of Children, Sexual and Reproductive Health and Rights (including Child Abuse and Child Marriage), amplifies the voices of girls and young women, and promotes Child Protection in Humanitarian Crisis, in Asia and East Africa.
The Assignment
TdH-NL East Africa regional office is seeking for the services of a suitable short-term consultant to compile and analyse the relevant policies, legal instruments, and frameworks on youth and child rights in Kenya, Uganda... Tanzania, Ethiopia, the East African Community and African Union levels. The purpose of this assignment is to generate synthesised information to support the organisations lobby and advocacy efforts at country, sub-regional and regional levels. This will also inform the TdH-NL global strategy currently in development.
Key Tasks
The consultant shall undertake the following tasks;
I. National / Country level
Identify and compile a database of relevant policies, legal instruments, frameworks, and any other guidelines on youth and child rights in Kenya, Uganda, Tanzania, and Ethiopia.
Analyse each of those instruments to highlight the relevance (to TdH-NLs work), key issues/gaps, and make specific recommendations for follow up by the TdH-NL team.
II. East Africa Community (EAC) Level
Compile a database of relevant EAC policies, legal instruments, frameworks and any other guidelines on youth and child rights.
Make brief analyses of the instruments mentioned above, and highlight the relevance, key issues/gaps, and specific recommendations for follow up by the TdH-NL team.
Outline the EAC Committees, Commissions and Departments relevant to the TdH-NL work, and make recommendations on the best approaches for engagement.
III. Africa Union Level
The consultant shall also identify and compile a list of relevant protocols, policies, frameworks and legal instruments on youth and child affairs at Africa Union level.
S/he will analyse each of them to highlight the relevance, issues/gaps, and make specific recommendations for follow up by the TdH-NL regional team.
Outline the Africa Union Committees, Commissions and Mechanisms relevant to the TdH-NL work, and make recommendations on the best approaches for engagement.
Key Outputs
Database of key policies, protocols, frameworks and any other legal instruments on youth and child rights in Kenya, Uganda, Tanzania, Ethiopia, EAC and Africa Union levels.
Analyses of the above mentioned instruments on the relevance (for TdH-NLs work), key issues/gaps, and recommendations.
Outlines of Africa Union and EAC Committees, Commissions and Mechanisms relevant for the TdH-NL work, and recommendations on approaches for engagement.
A summary report with key findings.
Time Frame
The assignment shall take not more than Ten Days, between 25th November and 10th December 2020.
Specifications of the Consultant
Education and Experience
Minimum of a Bachelor's degree in Law, public policy, child rights governance or any relevant development-oriented training.
A masters degree in a relevant field is preferred.
Minimum of 10 years work experience in a development field.
Demonstrable experience in policy analysis, advocacy, research, and communications.
Demonstrable knowledge of gender, youth and child rights issues in Africa.
Experience of engagements in Uganda, Kenya, Tanzania, Ethiopia, EAC and at Africa Union.
Ability to read, write, and communicate fluently, in English.
Ability to analyse complex information into simplified materials.
Flexibility and ability to work independently, and with large teams in a multicultural environment
