For appointment to this grade, an officer must have:-
served for a minimum period of ten (10) years and currently serving at the grade of Assistant... Director, Regulatory, Communication and Field Services, CSG 7 and above or in a comparable and relevant position in the wider public service or private sector;
a Bachelors degree in any of the following disciplines: Law, Trade, Investments, Banking, Finance, Project Planning and Management, Public Administration, Business Administration, Economics, Statistics, Communications or equivalent qualification from a university recognized in Kenya;
a Masters degree in any of the following fields:- Law, Trade, Investments, Banking, Finance, Project Planning and Management, Public Administration, Business Administration, Economics, Statistics, Communications or equivalent qualification from a university recognized in Kenya; and
demonstrated professional competence and managerial capability as reflected in work performance and results.
Note: Experience in regulatory reforms, coordination of legal reviews and interpretation of laws governing business climate and engaging with County legislative personnel, will be an added advantage.
Duties and Responsibilities An officer at this level will report to the Secretary, Business Reforms and Transformation for effective management and administration of the Directorate of Regulatory, Communication and Field Services.
Specific duties and responsibilities will include:-
identification of global best-in class legal framework and national laws to inform design of new national laws that affect business climate;
analyzing national legal framework and determining their appropriateness to business reforms;
liaising with county legislative teams on minimizing regulatory hurdles that impede businesses;
designing mandatory legal and regulatory changes for business reforms;
engaging with legal fraternity stakeholders on legal reform plans;
liaising with private sector on government-private sector reform agenda;
branding and disseminating business reforms to stake holders for feedback;
establishment of framework for effective stakeholder engagement; and
