Terms of ReferenceDigital Content Editing and Curation ConsultantProject “Youth Network Portal Content Pool†USAID YouthPower OverviewUSAID YouthPower empowers youth to act as engaged citizens, and productive members of society with the agency to advocate for themselves and shape services designed to better prepare them to enter higher education, vocational training, and the workforce. This is accomplished by working with youth to define and explore their agency, and by facilitating youth engagement with their local communities in order to enhance and improve local services. The resulting increase in youth-centered dialogue and activities will empower youth to achieve their goals and better shape their futures.USAID YouthPower is currently developing the Youth Network Portal (YNP) to act as an impetus for Jordanian youth, this large-scale website will address youth in Jordan, and provide them with access to youth related national information, educational materials, resources, and... various funding and capacity building opportunities. In addition, the portal will act as virtual centre that enables youth to communicate, interact and engage with their communities, empowering them to act as productive members of the society with the agency to advocate for themselves and to shape services designed to better prepare them to enter higher education, vocational training and the workforce. Purpose of the ConsultancyThe Youth Network Portal services offered to youth will be aggregated into three major components, Learning, Engagement; and Networking. This consultancy falls under with the Learning component and more specifically under the content pool section dubbed the YouthPower Library. This section will comprise of an accessible database containing all of the listed capacity building content and materials used by USAID YouthPower in its various capacity building activities, in addition to other materials submitted by the trainers and/or the web admins of the portal. The materials in this section will be accessed by all website visitors, and will be arranged by theme, such as education and training, creativity and culture, health and sport, entrepreneurship and business, technology and digital innovation, marketing, filmmaking and multimedia, environment and green solutions, gender and social inclusion, tourism and local heritage and etc. Each topic will also have a number of sub-themes. USAID YouthPower is seeking an experienced content editing and curating consultant to streamline, consistently format and standardize the language across the program’s learning and capacity building materials, including all content used under the Learning and Further Education; Innovation Fund; and Community Mapping activities.To be considered for this role, you will be comfortable in planning, writing and editing content for a broad range of topics. Additionally, during the 45 days of this consultancy, you will be also required to open lines of communication with suggested local and regional training service providers as means to compile learning materials for the other categories of the portal’s library. The consultant considered for this role will work closely with the Communications and Digital Engagement Tools Department of USAID YouthPower. Tasks of the ConsultantThe consultant will be responsible for conducting the following tasks:Review the provided learning materials and tools available across the different components of USAID YouthPower (8-10 curriculums).Determine the best practices and standards in formatting and standardizing all the materials/curricula, with the approval of USAID YouthPower focal points.Create style guides or suggesting changes to ensure content is consistent and clear.Proofing the content and applying necessary edits where needed, where the tone of voice is consistent across all of the program’s learning materials including manuals, PowerPoint presentations and curricula.Apply the USAID marking and branding requirements on all the documents based on the guidance of the USAID YouthPower Communications and Digital Engagement Tools Department.Verify accuracy and relevance of materials, and ensure that content meets institutional, industry and accreditation guidelines and standards.Set up a realistic timeline in collaboration with the team.Build partnerships with local and (potentially) regional training institutions and compile their existing learning materials/curricula/manuals under the different categories of the YouthPower Library. DeliverablesThe following are the expected deliverables of the consultant:An action plan for finalizing all the provided learning materials (content editing and proofing, standardized layout and format, unified tone of voice) with a realistic timeline. (8-10 curriculums).Provide USAID YouthPower with a first sample for approval.Delivery of all the digital materials consistently edited and standardized in style and tone of voiceDelivery of all the digital learning materials collected from partners and trainers Qualifications of the ConsultantThe consultant should have the following qualifications:A university degree in communication, business administration or any related field.At least 10 years of experience in the fields of development, content curation and/or training.Strong writing and editing skills.Strong interpersonal and facilitation skills.Excellent oral and written communication skills.Excellent knowledge of Arabic and English languages.Excellent knowledge in using MS office suite.Excellent knowledge of best practices in the editing and generation of digital content.Very good networking and market research skills.
