"Overview:

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection needs... continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

We are seeking a motivated professional individual to join our Syria Response Office’s operations. The
ideal candidate must have a minimum of 5 years of experience from working within technical expertise
area in a humanitarian/ recovery context. Along with a demonstrated previous experience from working in
complex and volatile contexts. Also, relevant expertise is required. The candidate must have work
proficiency and excellent drafting skills in Arabic and English, excellent report writing, and ability to provide
high-quality briefs to a range of stakeholders. The candidate must be fluent in both Arabic and English,
both written and verbal. Experience in legal case management, legal research and international human
rights law are required.

Generic Responsabilities:

1. Ensure compliance with NRC policies, guidelines and standards
2. Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
3. CC specific technical responsibility for implementation of technical activities of CC project(s)
4. CC specific technical responsibility for the quality control and monitoring of project activities

5. CC specific technical responsibility for project documentation of technical activities of CC project(s)
6. Provide specific technical support and capacity building towards project staff
7. Provide specific technical analysis and feedback to NRC representatives in coordination forums
8. Assess, promote and document ideas for technical improvement and further program development options
9. Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
10. Conduct quality control and provide technical support to implementing partners and/or contactors

Specific Responsibilities

Acting as ICLA focal point on civil documentation and housing rights engagement within NRC (with other
Core Competencies and Protection Unit) and with external stakeholders (INGOs/NGOS, Cooperatives)
under the direct supervision of the ICLA coordinator and as required,
Participating in external forums on civil documentation and housing rights in consultation with ICLA
Coordinator and Specialist and other Core Competencies and as required,
Close liaison with ICLA field staff on civil documentation, work rights and housing rights issues arising
for beneficiaries,
Support the field team and the ICLA Coordinator in their work on Collaborative Dispute Resolution ,
Support the ICLA field team and ICLA Coordinator on HLP due diligence activities,
Conduct analysis of ICLA caseload and produce related internal notes and briefings to inform better
quality service provision,
Draft reports and policy briefs on any relevant legal issues, information on beneficiary needs and
protection issues arising, trends or developments,
Oversight of the content and quality of legal information, counselling and assistance services provided
by NRC ICLA,
Supporting external contracted consultants preparing reports on research subjects and collating data
and information on beneficiary needs and protection issues arising related to the research subjects,
Provide periodic situational context and legal updates from the field and areas of operation,
Conducting and coordinating legal research,
Support and undertake legal research and production of briefs and reports on legal matters affecting
IDPs in Syria;
Quality check of Arabic developed tools and publications
Develop training modules and provide specific technical learning or/and training for project staff
Maintain archiving system for ICLA research and technical tools.
Support capacity building effort of staff and partners.

Qualifications

? Minimum of 5 years experience from working within technical expertise area in a humanitarian/ recovery context

? Previous experience from working in complex and volatile contexts

? ICLA related expertise

? Documented results related to the position’s responsibilities

? Fluency in English, both written and verbal

? Work proficiency and excellent drafting skills in Arabic and English;

? Experience from working within technical expertise area in a humanitarian context;

• Social science or Law degree;
• Knowledge of Syrian legal framework and practice;
• Background in housing, land and property law and civil documentation law and procedures;
• Knowledge and experience in international human rights law;
• Experience in legal research;
• Experience in legal case management;
• Excellent report writing skills;
• Ability to provide high quality briefs, both written and verbal, to a range of stakeholders
• Knowledge/ experience in managing partners is a strong advantage.
