Established in 1959, the Inter-American Development Bank (IDB or Bank) is the main source of financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries.
In light of the 2015 Paris Agreement and the establishment of the Sustainable Development Goals, the Climate Change Division partners with stakeholders within the IDB Group and across Latin America and the Caribbean to mobilize resources, generate and disseminate knowledge, and help build institutions to achieve low-carbon and climate-resilient development.
To achieve this mission, CSD/CCS has developed a strategic work force plan to implement its Action Plan 2017-2019, based on the creation of five strategic pillars: Mainstreaming climate change, access to climate finance, building climate institutions, developing climate... knowledge and resource planning and management.
The Bank seeks a Climate Change Consultant to work in partnership with stakeholders across the IDB-Group and Central America countries to provide technical support in climate finance, project structuring, and management of the climate finance project pipeline with major climate change funds.
The teams mission:
The Climate Change and Sustainable Development Sector (CSD) advises Management on climate change and sustainable development and develops overall Bank policies, strategies, operational guidelines and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices and case studies on climate change and sustainability and provides specialized technical sector support to climate change and sustainability-related operations and activities.
What youll do:
Help provide technical support and advice to country office management, specialists, and external clients across different sectors and climate change thematic areas through the bank project cycle including the elaboration of country strategies and the preparation and support execution of operations with climate components. Help engage with the region executing agencies from ministries of environment, economy, planning, and finance to develop and execute interventions that seek to create effective climate action.

Country strategies and country development challenges (CDC) Provide analytical inputs to country days, and strategic documents such as the sectorial frameworks (SFD), Country Development Challenges (CDC) and Country Strategies (CS). Tasks include: (i) review and distill the most relevant CC related literature and national policies and regulations regarding in specific countries, (ii) develop analysis on the climate change impact in relevant sectors, NDC sectorial implications, and provide policy recommendations.
Project pipeline review Engage with the focal points responsible for country programming (in country offices and within sectors as needed) to review the proposed project pipelines for climate change and disaster risk management and opportunities. Apply the Scan methodology to identify operations where the participation of climate change or disaster risk specialists in the project team would add value (particularly for climate adaptation or resilience) and ensure the participation of specialists in project preparation as needed.
Project preparation and implementation As required, participate as a team member in the preparation and execution of projects to include CC considerations that support low carbon and resilient activities. Support coordination activities with other divisions and bank groups in efforts to mainstream climate change, disaster risk management, and sustainability in Bank operations
Capacity building Support the implementation of the annual Capacity Building Program in order to create internal capacity among the different sectorial divisions to build better understanding of climate change opportunities and risks in relevant sectors. Support generation of knowledge products and training materials.
Dialogue Support the climate change dialogue with government, private sector and civil society stakeholders.
What youll need:
Citizenship: You are either a citizen of Guatemala or a citizen of one of our 48-member countries with residency or legal permit to work in Guatemala.
Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
Education: Master's degree in climate related Environmental Studies, Economics, Engineering, Public Policy, International Development, or similar discipline.
Experience: Minimum of five (5) years of work experience in the development of climate related analysis as well as the design and execution of projects that contribute to low-carbon and resilient development (mitigation or adaptation) is required. Work experience with climate change issues in international institutions, preferable at UN agencies or development banks, or governments is a requirement. Knowledge of sustainable agriculture/livestock, forestry, sustainable infrastructure and green procurement is an advantage.
Languages: Excellent command of two official languages of the IDB: English and Spanish. Portuguese and French a plus.
Requirements: You must be a citizen of one of the IDBs 48 member countries and have no family members currently working at the IDB Group.
