Primary Healthare Project Officer Nadi The World Health Organization (WHO) is seeking a qualified individual to serve as the Ministry of Health and Medical Services (MOHMS) project officer for NCD management in primary health care. The successful applicant will be based within the MHMS, Wellness Unit, Namosi House, in Suva. The project officer will coordinate activities to progress PEN strengthening, implementation, and monitoring within the Fiji health system. The project officer will collaborate closely with key partners across and outside the MHMS.
Job description: To provide support within the Fiji MHMS for implementation of Fiji's Package of Essential NCD interventions (PEN); namely to:
1. Support the National PEN Steering Committee
a) Collate and provide reports and information regarding key issues related to PEN program development and progress
b) Assist in organizing meetings, documentation of proceedings and disseminate reports on meeting highlights and agreed action points to relevant stakeholders
2... Support the PEN Core Working Group
a) Support the coordination and monitoring of the implementation of the PEN CWG Action Plan 2021; assist in drafting periodic (quarterly) progress reports and in updating the PEN CWG action plan
b) Assist with the organization and reporting of workshops/meetings
3. Support the capacity building on PEN
a) Support the NCD project officers and PEN focal persons in each division to conduct periodic PEN monitoring, capacity assessment (incl. stock-outs) and clinical audit (incl. compliance of health professionals to Cardiovascular Risk Assessment Management guidelines) addressing the gaps identified and collate reports
b) Support national, divisional/sub-divisional PEN trainings and maintain register of trainings and outcomes
c) Support activities within MOHMS to ensure resources are available for PEN implementation
d) Provide support in the establishment of the PEN Centres of Excellence health care facilities
e) Explore opportunities for integration of PEN in the relevant curriculum at FNU, University of Fiji and Sangam College of Nursing
+ To provide support within the Fiji MOHMS for implementation of the Assistive Technology & Rehabilitation for NCDs in Primary Healthcare; namely to:
1. Support the facilitation of the pilot steering committee meetings and with drafting of reports and presentations
a) Consolidate feedback on draft resources and training modules
2. Support the WHO procurement of assistive technology by liaising with MHMS.
Subject to the agreement of both parties, these terms of reference may be modified from time to time, as required in the interest of the project/ activity. The signatory will primarily work under the direction of and will report to the WHO Team Leader of Pacific NCD and Health through the Life Course, and report to the Head of Wellness in the MOHMS.
Educational and experience requirements: Degree in nursing or medicine Post graduate qualification in public health preferred At least 4-6 years of experience in primary health care strengthening (preferably in NCDs) Fluency in spoken and written English. Knowledge of one or more of the other national languages is an advantage.
