Key roles and responsibilities:

ü oversee the preparation of annual budget of the office and that of the RBPCOs and

ü administer NBPCO’s budget;

ü expedite payments and ensure the transfer of funds earmarked to RBPCOs;

ü administer finance for the running of the NBPCO and prepare payrolls, effect payments for operational expenses, and administer petty cash on the basis of approved financial procedures and manuals, liquidity plans, trimester financial plans, bi-annual financial expenditure plans and annual budget outlays;

ü prepare cheques for signature by the Manager and be a third co-signatory of cheques when it becomes applicable;

ü manage the NBPCO’s account and provide up-to-date information on account status and balances when required;

ü coordinate the purchasing of equipment and input materials for the construction and utilization of biogas plants and facilitate the delivery of same to the RBPCOs according to earmarked share of regional coordination office;

ü administer... and manage stocks of materials, equipment and property using proper recording and inventory systems;

ü ensure the maximum care in minimizing wastages/ leakages, enhancing efficiency while adhering to financial best-practices and applying transparency as well and enabling flexible financial/ administrative management practices;

ü administer personnel and manage records of human resources including recruitment, placement, hiring, termination of contracts of personnel as well as keeping good records of provident funds of personnel in consultation with and following decisions of the Manager;

ü provide administrative assistance to all other units within the organization and facilitate the smooth functioning of the office;

ü manage and oversee the proper functioning of other office assistants assigned under her/ his supervision;

ü prepare reports including budget reports, financial and activity reports for submission to donors and provide advice when consulted regarding administrative and financial matters;

ü provide all financial and administrative information when requested by auditors and programme monitoring and evaluation team.

Key result areas:

ü Financial control (Audit and Compliance): Establishes procedures, guidelines and work instructions concerning financial and organisational administration of the NBP in line with RBPCOs; monitors financial and administrative procedures, administrations and financial data of the national and regional offices on quality, consistency & effectiveness and takes action if necessary; coordinates the audit process related to the NBP and performs control activities within the country and ensures follow up of action points;

ü Planning and control: Prepares monthly, quarterly and annual budgets and periodically monitors progress and exhaustion; assists the NBPCO Manager, and the management team in the establishment and follow up of budgets, supplies monthly overviews of the financial performances and analysis, assists in follow up and reporting of externally financed activities and resource mobilization;

ü Financial accounting (Administration): Carries out accounting at the national level; checks and consolidates financial and non-financial data of the national and regional offices, carries out necessary reconciliations and adjustments between existing administrations; and takes care of liquidity management within the programme; archives all relevant documents; takes care of payment to suppliers and monitors actual delivery; monitors reporting by portfolios; is in charge of salary and tax related issues at the national level, periodical hand over of salaries and taxes; is responsible for the accounting of the overall programme and the timely and correct financial reporting to the donors and relevant bodies;

ü Logistics and procurement: Ensures smooth logistics processes related to the NBP, balancing between efficiency and effectiveness; establishes a transparent and balanced supplier portfolio; investigates and proposes measures for cost awareness and efficient allocation of funds;

ü Legal Matters: Checks that all the NBPCO activities and regulations are in line with the legal requirements and laws of the country;

ü Management of the country program: Is member of the management of NBPCO and Regional Biogas Network and co-responsible for the overall well running organisation and smooth operating program.
