Director of Service Delivery and Quality - Egypt Osra Cairo Position Overview
Palladium is seeking a Director of Service Delivery and Quality for an anticipated USAID-funded family planning and reproductive health (FP/RH) project, which is anticipated to begin in 2022. The USAID/Egypt Osra (Family) Activity will support and contribute to the Government of Egypts (GOE) National Population Strategy (NPS) 20152030 and the three-year National Program to Plan Population Growth (2021-2023). The potential program will strengthen high impact practices in family planning and incorporate innovative, promising approaches to improve family health outcomes. Reporting to the Project Director, the Director of Service Delivery and Quality is responsible for all activities related to strengthening service delivery and quality. The Director of Service Delivery and Quality must have in-depth technical expertise and... experience in strengthening service delivery and quality in the Middle East North Africa (MENA) region. In addition, this position requires a comprehensive understanding of Egyptian health service delivery.
Roles and Responsibilities Provide technical and programmatic direction related to improving the quality of service delivery. Serve as the main interface between the project and external stakeholders in the area of service delivery and quality. Provide direct supervision to staff working on improving the quality of service delivery. Ensure that activities that are related to this project area are tracked according to the project workplan. Represent the project at relevant professional meetings, working groups, and seminars. Prepare analyses, recommendations, briefing notes, white papers, and assessments for internal and client use. Assume responsibility for completing all project reports related to service delivery and quality. Perform other related duties and responsibilities as assigned.
Position Requirements Extensive, progressively increasing responsibility on service delivery and quality initiatives, with significant experience in senior leadership positions that directing technical interventions to improve service delivery. Understanding of the Egyptian FP/RH service delivery system and quality issues. Familiarity with service delivery improvement approaches appropriate for the Egyptian context. Experience working in Egypt and/or the broader MENA region Experience working on USAID-funded projects (preferred) and knowledge of U.S. government regulations. Experience interacting with in-country agencies, including central and local government, development partners, civil society, and community-based organizations. Demonstrated oral and written communication skills in English and Arabic (MSA and Egyptian dialect). Ability to develop and deliver technical presentations for technical and non-technical audiences. Demonstrated ability to interpret research findings and apply them to the Egyptian context when required.
