Objective. The purpose of this consultancy is to support the implementation of the GCF Readiness project "Advancing a regional approach to electric mobility in Latin America" in Dominican Republic. For this purpose, we want to hire the services of a consultant to supports the competent authorities in the development of the elements established within the National Strategic Plan for Electric Mobility, to operationalize the established lines of action; both in the creation of documents, regulations or studies, as well as in the management of relationships and development of necessary workshops to carry out the... activities and achieve the results stipulated below. For all this, the consultant is expected to be located in the Dominican Republic for the duration of the contract. The consultant will work under the supervision of the UNEP Regional Coordinator for Climate Change and will develop the following activities independently and in accordance with the guidelines and work guidance provided by the UNEP Regional Support Consultant, in consultation and collaboration with the Dominican Republic Designated National Authority for the Green Climate Fund and the national project advisory team, as appropriate. It is expected that the person hired will actively involve national authorities and other relevant actors, with the aim of preparing decision makers for the submission of electric mobility projects to the Green Climate Fund. The consultant is expected to have relevant knowledge and insight into the transport or energy sector, so that he or she can offer advice to the relevant national authorities. All studies and activities are focused on the long-term development of electric mobility for both public and private transport fleets (high usage vehicles), including 100% electric and plug-in hybrid vehicles. 1. National capacity to assess electric mobility technology is strengthened in the context of a broader climate change mitigation strategy. The consultant will be responsible for collecting, processing and analysing the requested information and making recommendations when necessary. Specifically, the consultant will: 1.1 Review and update of the baseline status of the implementation of electric mobility technology in the country included in the National Strategic Plan for Electric Mobility, including: 1.1.1 the status and availability of electric mobility technology (both vehicles and infrastructure); 1.1.2 the characterization and inventory of the fleet of road transport vehicles, with a focus on electric mobility 1.1.3 estimating the adoption of projected technology and the impacts of the adoption of electric mobility, mainly in terms of GHG emissions, number of beneficiaries and other environmental and social co-benefits (for example, air quality and health public)and tax collection 1.2 Review and update the analysis of national barriers and recommendations to address barriers to the implementation of electric mobility aimed at providing information and strengthening the process of adopting a national electric mobility strategy; among others, legal, financial, technological, industrial, commercial, innovation (including local materials, manufacturing capacities, local content requirements) and social (including skills and labor and gender perspectives) included in the National Strategic Plan for Electric Mobility. 1.3 Conduct of at least one consultation workshop and presentation of results with both local and federal actors. 2. Policy and business models to expand adoption of electric mobility are identified and improved. The consultant will collect, process and analyse the requested information and make recommendations when necessary. Specifically, the consultant must perform: 2.1 National analysis of policies and legal frameworks including: 2.1.1 Review of the analysis carried out in the National Electric Mobility Strategic Plan (NEMSP) on existing regulations, policies and standards related to electric mobility, identification of gaps and lessons learned and feasibility analysis for harmonization of regulations, policies and / or standards; 2.1.2 Review and propose the most appropriate regulations, policies and standards for the country, specifically the elements of the NEMSP: 2.1.2.1 Define agents authorized to commercialize vehicle charging services and definition of the charging rates 2.1.2.2 Review the regional interoperability proposal and its adaptation to the country. 2.1.2.3 Analyze alternatives to offset the impact of electric mobility on tax collection 2.1.3 Propose environmental and social safeguards associated with the adoption of technology 2.2 Analysis of national business models for vehicles of public and private fleets, including: 2.2.1 baseline of existing business models for the deployment of electric mobility, specifically business models aimed at charging infrastructure (line of action 17 of the NEMSP) and for the acquisition of electric fleets (line of action 18 of the NEMSP) 2.2.2 Review and improvement proposal for green public procurement, electric mobility tenders and acquisitions of intensive-use fleet vehicles (action line 23 of the NEMSP) 2.3 Conduct at least one national consultation workshop with representatives of the public and private sectors (for example, regulatory bodies, the automotive industry, electrical service companies, transportation companies) and financial institutions to consult and validate business models and most suitable for the adoption of electric mobility. 2.4 Strengthening of the electric mobility group (Inter-ministerial technical group, NEMSP line of action 10) in the country with a clear governance mechanism and a national work plan in coordination with the other countries of the region that assigns responsibilities in accordance with the institutional capacities for implementation (line of action 11 of the NEMSP). 3. Regional exchange between countries is strengthened based on the experiences of each country through the community of practice activities and platform: The consultant will be responsible for providing content to the platform and promoting the participation of relevant public officials in the discussions. Specifically, the consultant will: 3.1.1 Participate actively in the community of practice by generating content, in coordination with the other national consultants and the regional coordinator 3.1.2 Encourage the participation and exchange of experiences and knowledge of government authorities, promoting leadership on issues in which they have made progress. 4. Climate finance strategies and regional pipeline strengthened. The consultant will collect, process, and analyse the requested project information and achieve an agreed prioritization. Specifically, the consultant must perform: 4.1.1 Develop a list of prioritized possible electrification projects 4.1.2 Gather the information of the electrification projects at the national level 4.1.3 Set the prioritization criteria 4.1.4 Conduct of at least one consultation workshop and presentation of results The consultant will be responsible for: To collect and process the data necessary for the development of the above-mentioned studies. To carry out the interviews or generation of information necessary for the development of the mentioned studies. Create, promote and maintain relationships with national public, private and civil society actors for their involvement in the project. Actively seek the feedback of all sectors to the proposals to be created. Organize the logistics and content of the national workshops, with special attention to the appropriate involvement of all participants, taking into account the final objective of the workshop. Address the needs of national authorities and provide technical advice when required, ensuring their active involvement in the proposals submitted. Observe national interests and priorities in the formulation of proposals, studies and conclusions developed Attend meetings, calls, and guidelines provided by the UNEP Project Manager, the Regional Support Consultant and the Designated National Authority of Dominican Republic for the Green Climate Fund, as well as the project technical advisory team. Meet the deadlines set by the regional coordinator Attend and support the coordination process for the strengthening of civil society and private sector initiatives that promote an acceleration towards the transition to electric mobility Actively participate in the community of practice by generating content, in coordination with the other national consultants and the regional coordinator. Encourage the participation and exchange of experiences and knowledge of government authorities, promoting leadership on issues in which they have progress. Do not divulge information derived from or linked to this consultancy, unless expressly authorized by UNEP. Outputs / Work Assignments Product 1: Report containing a national baseline and assessment of opportunities, challenges and technology needs for electric mobility. Product 2: Report with country-specific barrier analysis and recommendations to address barriers to electric mobility adoption and facilitate technology transition. Product 3: Workshop report incorporating the recommendations suggested by the consulted parties related to activity 1.3 including assistant list and information, feedback on the impact assessment (product 1) and barriers and recommendations (product 2) Product 4: National analysis with policy recommendations and legal frameworks to accelerate the transition to electric mobility including the documents to be developed. Product 5: National analysis with recommendations for business models and acquisitions to expand the adoption of electric mobility, with a focus on passenger transport and vehicle fleets. Product 6: Report of the workshop/s with the incorporation of the recommendations suggested by the consulted parties with representatives of the private sector related to activity 2.3 with representatives of the private sector related to activity 2.3 including private and public sector assistant list and information, feedback on policy and business models recommendations development (specifically from private sector assistants). Product 7: Report on the progress of (i) the formalization of the regional governance method and mechanism and (iii) the work plan of the group and proposal for follow-up. Product 8: Report of the presentations and interactions made on the community of practice platform Product 9: Report with projects identified and prioritized by the government and workshop report. Work Location Dominican Republic Expected duration 12 MONTHS Qualifications/special skills Academic Qualifications: Bachelor's degree in transportation or electrical engineering, or in economics, law, related studies, or related experience (higher education will be an asset) Experience: At least five (5) years of experience in transportation, energy and/or climate change projects. At least three (3) years of specific work experience in the transportation or energy sectors, from the public and/or private sector and/or in the generation of public policies. Knowledge of the transportation, energy and/or environmental sector, and related legislation in force at the national level in Dominican Republic is required. Language: The person is required to be fluent in written and spoken Spanish. It is desirable that the person be fluent in written and spoken English. Skills: Mature judgment and absolute commitment to confidentiality; ability to work independently and to meet the deadlines, take the initiative to judge priorities and organize work accordingly; excellent organizational skills, ability to multi-task and attention to detail. Intermediate knowledge and ability to use the standard suite of applications (MS Office) Strong interpersonal skills and highly developed cultural sensitivity to communicate with all levels of staff and external clients, both orally and in writing; Experience in electric mobility projects; Knowledge of the national institutional political reality in relation to mobility Strategic relationship skills, communication skills, and planning and organization skills.
