Job Purpose

The Emergency Health Coordinator for the Colombia Office will be responsible to coordinate the health interventions for the projects and programs, as well as provide support for the health programs, plans and activities for the under implementation of the IFRC in support of the Colombian Red Cross (CRC). S/he will ensure overall guidance and implementation of all aspects of the IFRC's Operational Plan Colombia, the pillar #2 of the health regional strategy by providing consistent advice to National Societies and supporting their program implementation and strengthening the Global Challenge #3 – Health from the Strategy 2030. The Emergency Health Coordinator will deliver technical support to programs develop by IFRC in support of the CRC, the Country Cluster Support Team and to the National Societies. S/he will lead capacity building efforts by providing technical supervision, support, and advice to Colombia Office and NS' health staff and will ensure that health... interventions maintain IFRC standards and are implemented using an integrated public health approach. S/he is expected to work closely, as part of a country team, with all departments/units in the Colombia office, CCST and ARO technical health teams, to ensure a consistent approach tailored to the specific needs of individual countries to promote the global health both in disaster/conflict preparation, response and recovery situations, and collaborate with regular health programs.

And Responsibilities

Under the direct supervision of the Operations and Programs Manager (Delegate) in Colombia, the staff will be responsible to fulfill the following duties: a) Improving health outcomes through better health response in Colombia Health technical support for the programs at the Colombia Office:
• Serve as the Health Coordinator for the Colombia office, supervising technical aspects of activities and operations implemented by the Colombian Red Cross with the support of the IFRC.
• Support the Colombian Red Cross Society to manage the different operations to ensure set objectives related to health are met within the approved budget and timeframe.
• Support all the programs, operations, and appeals within the IFRC Colombia, providing technical assistance related to health activities and objectives.
• Work closely with the Programs, Operations and Appeal coordinators within the IFRC Colombia office, to ensure the accomplishment of the activities, indicators and objectives included in the health sector of these operations.
• Support the Colombian Red Cross in coordinating, strategic planning and designing effective actions that will respond to the daily health challenges while establishing and developing public health services with the emergency medical team.
• Support the Colombian RC in coordinating with local health authorities, national and international agencies that are providing health responses, with the aim of strengthening effectiveness of the Movement responses and preventing duplicated efforts.
• Support the Colombian RC in building institutional capacities.
• Maintain a regular communication with the Health Regional Unit, participate on regular meetings and liaise all activities in order to coordinate and align the IFRC's interventions with the CRCS interventions.
• Support the Red Cross Movement in coordinating strategic responses to the health challenges during the process of developing strategies of either basic or primary health care provision, health specialized services, and Community Health Approach;
• Support the Colombian RC in implementing the recommendations of the health needs assessment and strengthening the strategy to respond, including mobilizing the resources in the area;
• Support the Colombian RC in coordinating with the teams of the Ministry of Health and Welfare as necessary;
• Support the Colombian RC in coordinating with local cluster organizations that are providing health services;
• Identify strategies that can strengthen the capacities of the national society and propose a plan of action to achieve the objective;

Ensure that interventions and operations meet the IFRC standards in accordance with the IFRC policies and guidelines. Ensure any expenditure within the program's activities is conducted in a manner that is compliant and adhering to IFRC procurement policies and procedures. Support in the training of Colombian RC staff and volunteers needed to continue support. Specifically, support any program closure process through coordination and support the CRC NS to meet the indicators, activities, and objectives settled for the health sector. Ensure evidence, best practices and core standards are applied to all levels of public health emergency programming, to ensure quality of services. Support the Colombian RC on the implementation of the pillars: Health, Mental health, and Water, Sanitization and Hygiene (WASH). b) Health services for vulnerable population: Support the implementation of the health interventions as proposed in the Plan of Action of different programs of IFRC's Colombia Office, as well as supporting the Operation Manager of the Operation, in coordination with IFRC Health and Care Unit. Support the coordination, development and closure of the actions implemented through Mobile Health Units and Institutions Providing Provider of the CRC supported by IFRC.

c) Collaborate with Community Health:
• Collaborate in providing information and sharing of best practices including implementation of research to support quality, scalability and cost-effective interventions.
• Contribute to the monitoring of regional epidemiological data (and inclusion in the GO platform), standard health indicators and other information needed for analysis and early detection of trends and epidemic outbreaks.
• Contribute to regional health meeting, collaborate in including relevant information into presentations that are related to the Colombia Office.
• Support the dialogue with NSs colleagues and partners about community and emerging health risks.
• In conjunction with other health colleagues, work the NS to build capacity in monitoring of health programs, including community health, prevention and communicable diseases among others. d)Others:
• Support on monitoring and evaluation and integration into the wider health plan;
• Support reporting on the above against the IFRC Emergency Plan of Action for Colombia
• Support the global health unit efforts as established in the annual workplan (contribute to strategy, questionnaires, information collection and sharing, etc.). Carry out any other tasks given by her/his line Manager.

• Health Professional - Post graduate in public health or equivalent experience - Training in health in emergencies with Red Cross (Preferred)

• 3+ years experience in health in emergencies/Development - Experience in community-based health work and social mobilisation - 3+ years previous experience in response to Emergencies of the Red Cross / Red Crescent/Knowledge in the tools of disaster management (Preferred) - Experience with National Societies of the Red Cross (Preferred)
