Strengthening early detection of NCDs in Tajikistan

Crown Agents is developing a proposal for a donor to improve early screening of NCDs and timely access to care in Tajikistan. Following a health system strengthening approach, the project seeks to improve awareness of NCD risk factors and implement a behaviour change campaign to encourage healthier lifestyles, deliver digital tools to improve monitoring of cases at risk and tracking access to treatment, and build capacity of health workers on NCD risk factors and protocols of care.

About the Role & Responsibilities

Crown Agents is seeking an experienced Project Leader based in Tajikistan to provide leadership, strategic direction, and managerial oversight of the project, and thereby ensure that the program achieves its ambitious objectives. The Project Lead will report to the Project Director. The role requires technical knowledge in NCDs and/or Nutrition and programme facilitation skills. Candidates with experience implementing public health programs in Tajikistan, experience working with the Ministry of Health in Tajikistan will be prioritised. Experience in advocacy and public policy development is a plus. Recruitment is contingent upon successful award of the project funds.

Technical oversight
• Provide technical support to plan, implement, and monitor a high-quality program for early screening and access to NCD care in Tajikistan
• Oversee development, delivery, and continuous review of the technical strategy and detailed work plans to achieve results and drive value for money
• Lead the development of activity terms of reference, collaborating with other team members as required
• Develop and support the facilitation of training modules and materials for building the capacity of healthcare professionals
• Advocate and mainstream GESI-focused activities in the programme with the support from the Project Officer (GESI)
• Oversee and support the work of project staff, quality assure technical outputs, and ensure delivery to a high standard within agreed timelines

Leadership & strategy
• Support and lead the team and ensure quality delivery of the program in line with the donor's expectations and within agreed timelines and budget
• Manage and mentor project staff members, assist in training and strengthening the skills of program staff and updating staff on technical developments
• Set strategic direction, soliciting feedback from other team members and program stakeholders
• Build a cohesive, efficient, and outcome-oriented team, supporting and inspiring them to deliver the program's objectives

Stakeholder management
• Proactively identify and map program stakeholders with a view to developing and implementing appropriate engagement strategies
• Establish and maintain productive, trust-based relationships with counterparts in the donor organization, the Ministry of Health, and other program stakeholders

Operational management
• Lead the implementation of an adaptive approach to program management, ensuring the team regularly reflects on progress and lessons learned and considers alternative courses of action
• Ensure financial monitoring of the project in accordance with standard operating procedures and donor guidelines and regulations, with support from the finance team
• Proactively identify and document risks, formulating and implementing appropriate mitigation strategies
• Work with the program manager and accountant to implement routine financial management tasks
• Assume responsibility for the health, security, and safeguarding of project staff and stakeholders, ensuring appropriate procedures are in place, adequately communicated, and implemented

Monitoring, evaluation and learning
• Review and approve the programme’s monitoring and evaluation framework, ensuring appropriate log frame indicators and milestone targets are agreed with the donor
• Support the Project Officer (MEL) to establish and implement appropriate procedures for collecting data and evidencing programme performance
• Engage positively with any external evaluation processes, facilitating access to programme documentation and stakeholders as required

Communications & reporting
• Write and contribute to technical reports, project reports, concept notes, research papers, survey reports etc.
• Publicise programme achievements and lessons learned within the organisation and wider development community, and contribute to the development of the project’s promotional materials
• Lead all donor reporting on programme progress

Requirements:
• Advanced degree (MSc, PhD, MD) in a relevant field, such as public health, medicine, nutrition,
• At least 8 years of similar experience implementing public health programs, such as NCDs/MCH/Nutrition, with government, private sector, and/or NGOs
• In-depth technical knowledge and programmatic experience on NCDs and related public health programs, preferably with experience delivering these programs with international organizations
• Demonstrative ability to multitask and manage complex programs
• Excellent people management skills, including coordinating teams for complex program delivery
• Partnership and donor management experience is highly desirable
• Excellent interpersonal and communication skills
• Excellent organizational, planning, and coordination skills
• Working proficiency in the Tajik language and fluency in English (with excellent writing skills) are a must
